Brain interview-plan provenance — how many candidates got the
deterministic (un-personalised) fallback plan instead of a real LLM plan,
and why. Reads the `plan_source`/`fallback_reason` flag the brain stamps
into `interviews.plan_json` (PR #101). Internal-staff only (404 otherwise).
Read-only. Tier 1 only — join-perf tiles need separate instrumentation.
