Cap giveaway — actions that billed LESS than unit price because the
candidate hit the per-candidate cap.

The OPPOSITE of /reconciliation: there billing never fired (a bug); here
it fired correctly and charged less by design. Surfaces the revenue
forgone to the cap promise ("is the cap a black hole" with real numbers).
Internal-staff only (404 otherwise). Read-only.
