Read a board WITHOUT instrumenting it: what's live, what the gate keeps,
and each req's url so the operator can nominate roles (pick_req_urls).

Exists because choosing the lead is only possible if you can see the board
first. Read-only and cheap — one adapter fetch, no rubric spend, no writes —
so it is safe to call repeatedly while deciding.
