`POST /v1/owner/credits/topup`

## Request

Owner self-serve credit top-up — brings the owner's own workspace up to
`to` (default 100). Additive (never lowers a higher balance), logged to the
ledger as a manual adjustment. For dogfooding without SSHing the DB.
