Sync selected fb_props rows into properties.

Rules:
- If property does NOT exist yet: INSERT a new properties row (copy base fields once)
  and set properties.modified_at = fb_props.modified_at explicitly.
- If property EXISTS: update ONLY properties.modified_at (keep all other fields intact).
- Always store linkage:
    properties.fb_props_id = fb_props.id (unique)
    fb_props.linked_property_id = properties.id
  And mark fb_props.synced + synced_at.
