`POST /v1/accounts/{account_id}/payments/start`

Phase 9.1 payment entry point. With a wallet on file this
is the normal payment request. With NO wallet it returns a
wallet-creation step instead of failing: the payment is
parked, a passkey smart wallet is minted (one device
confirmation by the human), and the payment resumes the
moment the address lands.
