Buy a reload pack. Rail 'stripe' returns a Checkout URL
and credits NOTHING until the webhook confirms payment;
'stripe_saved' charges the saved method now; 'usdc' converts
existing USD ledger balance now. Segment credit is
exactly-once under replayed confirmations.
