Request downscaling of a video asset. Admin only.

Mirrors ``POST /video/downscale/{source_file_id}`` but is gated solely by the
admin api-key/bearer guard, so no user token or WRITE access on the asset is
required. The task is charged to the asset owner. Set force=true to
regenerate the proxy even if a matching rendition already exists.
