Each distinct value of the rule (or of every rule under the prefix), oldest first,
with the ruleset version that brought it, the commit and the dates it held
(``known_until`` null means it still holds), and that version's changelog summary.

## Query parameters

- `rule` string, required: A rule ID (deposit-settlement/states/CA#return) or a prefix of one (deposit-settlement/states/CA covers every rule area of California's row).
