"Check again": run the automatic signals for this workspace now. The
two refusals are the request door's (locked, already granted); a
pending or declined request is no bar — the queue and the signals are
independent roads to the same one grant. A completion inside the
cooldown answers checked_recently (202, nothing started): each run
spends GitHub calls on the App's shared rate limit.

- WorkCreditCheckResponse: The automatic check was accepted; its answer lands on the billing page's work-credit state, not in this response.
  - `check` 'started' | 'already_running' | 'checked_recently', required: started: a fresh evaluation runs now; already_running: one is in flight and this press coalesced onto it; checked_recently: one completed inside the cooldown and nothing new was started.
