Suggest ATECO 2025 code(s) from a description of what someone does.

Same single retrieval-grounded call as ``/plan/ateco`` and the same failure
mode: ``_ateco_candidates`` swallows model errors and returns ``[]``, so a
slow or unavailable model costs the caller its suggestions and nothing else.
A wizard that cannot suggest a code still lets the person type one.

Anonymous, like ``/plan/ateco`` — it reads the public ATECO catalogue and
touches no account. The rate limit is the one every calculator shares.

## Request body

- AtecoSuggestRequest: Just the activity, for callers that are not the Setup Plan. ``/plan/ateco`` takes a whole ``PlanRequest`` because the Setup Plan already has one in hand. The autopilot's onboarding wizard does not: it knows the person's trade and nothing about residency, target setup or expected revenue, and inventing those five required fields to reach the one the endpoint actually reads would put fabricated intake answers into PostHog. So the same helper gets a second door with the honest body.
