Cross-org search of workers who opted in as discoverable.  Skills are AI-inferred from real completed work with per-skill verified counts and civilian-equivalent titles.  Returns sanitized public cards (first name + last initial, skills, stats, passkey trust tier, passport URL) — never phone, email, or org membership.
