Get available metro areas with configs and apartment counts.
Public endpoint — used by the metro selection gate on the home page.

Cached (TTL) and DB-fault-tolerant: a brief Atlas blip must not 500 the
home page. On error we serve stale cache, or fall back to the static
configs without counts — the picker still works.
