Create an article job from a Codex MCP request and return its URL.

This is only the Created phase. The article writer's tone and style
are server-side defaults, so callers provide the article request but
do not pass a tone field.

## Request body

- StartArticleJobInput
  - `request` string, required: The user's article request from Codex. Tone is controlled by the MCP article writer defaults.

## Response `200`

Successful Response

- GenericToolResponse: Fallback for tools whose payload is still being tightened.
