Create a draft article on Dev.to from the prepared publish package.

The Dev.to payload always uses published=false. This endpoint is
idempotent: if the article already has a Dev.to draft id, it returns
the stored draft metadata instead of creating another draft.

## Request body

- PublishArticleDraftInput
  - `job_id` string, required: The story job ID.

## Response `200`

Successful Response

- GenericToolResponse: Fallback for tools whose payload is still being tightened.
