Return historical beat artifacts and any fresh rewrite plan.

Read-only. Computes text_hash and paragraph_count on the server.
Never fabricates an exact map from unmapped legacy plan beats.
``authoring_plan`` remains historical; ``active_revision_plan`` is the
hash-bound client plan to use for a pending rewrite. Does not return
chapter prose.

  - `chapter` integer, required: Chapter number.
  - `revision` integer, nullable: Revision number. Omit for latest revision.
