Report the authenticated user's billing and subscription state.

Free, read-only probe. Use before a chargeable call to avoid a 402
mid-flow and to surface whether WriteForYou Pro access is active.

Returns entitlement plus credit_accounting. In subscription mode,
credit_accounting is legacy/free-trial bookkeeping and does not gate
access; use entitlement.allows_access and subscription.allows_access.
