Read-only classifier for GitHub resources. Uses GitHub API only, blocks unsafe hosts, redirects, traversal, symlinks and oversized responses. Upstream listing is allowed; use /imports/resource-package or hh publish-resource for explicit hosted package uploads when license and ownership allow it.
