`POST /api/psa/{team_key}/ticket/{ticket_key}/sync`

Force a single-ticket re-pull from its PSA via the DBOS
``sync_ticket_workflow``. Fire-and-forget; the FE re-queries the
ticket detail after a short delay to pick up changes.
