`GET /videos/ids`

Enumerate summarized-video ids with last-summarized timestamps, for the
frontend sitemap. Public, unauthenticated. Declared ABOVE
`/videos/{video_id}` — Starlette matches routes in declaration order, so
the literal `ids` path segment must be matched here first, otherwise it
would be captured by `{video_id}` and auth-gated.
