Create SMS Campaign Registration

Submit A2P 10DLC campaign registration data including sample messages,
consent description, and proof of consent.

## Request body

- CreateSMSCampaignRegistrationRequest: Request body for submitting an A2P SMS campaign registration.
  - `sample_messages` string[], required: Sample SMS messages for the campaign
  - `consent_description` string, required: How end-users consent to receiving messages
  - `proof_attachment_id` string, nullable: Attachment ID for uploaded consent proof
  - `proof_url` string, nullable: External URL to consent proof
  - `privacy_policy_url` string, nullable: URL to the customer's privacy policy
  - `terms_and_conditions_url` string, nullable: URL to the customer's terms and conditions
  - `has_confirmed_consent` boolean, required: Whether consent was obtained from all recipients
