Bulk Mark Transactions as Handled Outside

Mark multiple bank transactions as handled outside of Stuut.
Deletes SUGGESTED unapproved payments, then sets amount_handled_outside
to the unallocated remainder (txn amount minus approved payments).

Each transaction is processed independently - failures for one transaction
do not affect other transactions.

## Request body

- BulkMarkHandledOutsideRequest: Request schema for bulk marking bank transactions as handled outside of Stuut.
  - `transaction_ids` string[], required: List of bank transaction IDs to mark as handled outside
  - `handled_outside_reason` string, nullable: Optional reason for handling these transactions outside of Stuut
