`GET /tenants/health`

## Request

Returns a tenant-scoped operational health snapshot.

Includes:
- current UTC timestamp
- DB connectivity check
- webhook queue stats scoped to this tenant
- lightweight execution state counts (no sensitive payloads)

Intended for tenant self-diagnostics and automation tools.
