Builds an evidence-style report for AI-governed automation.

Includes:
- AI workflow inventory (only workflows opted into built_to_ai_standards)
- Ledger events linked to those workflows
- Approval/rejection decisions (where present)

This report is designed for audit and assurance workflows.
It does not assess models; it reports execution controls and traceability.
