`GET /api/learning/rules/summary`

## Request

Returns a list of plain-English sentences describing the tenant's learned rules.

Useful for audit dashboards and Zapier actions that surface 'what Catalyst has learned'.

Only includes active rules (not quarantined) above a minimum confidence floor.
