# Issue admin JWT (founder bootstrap)

`POST /admin/auth/issue`

Issues a short-lived admin JWT for operator access.

Security:
- Requires X-Admin-Bootstrap header matching ADMIN_BOOTSTRAP_SECRET
- Returns a JWT usable with Authorization: Bearer <token>

This is intended for founder/operator bootstrapping until a full admin user system exists.
