`GET /v1/capabilities`

Returns the full catalog of active capabilities with their pricing and input schemas. No authentication required.

    - `last_customer_call_at` string, date-time, nullable: Timestamp of the most recent customer-initiated completed invocation. Excludes internal test runs. Used by clients to distinguish 'paid capability awaiting first customer call' from 'capability with genuine quality issues.'
