`POST /v1/publisher/{tenant_slug}/webhooks`

Register a webhook receiver. Mints a per-subscription HMAC secret
that the publisher uses to verify inbound deliveries (Storyflo signs
every payload with HMAC-SHA256 and includes the digest in
X-Storyflo-Signature).
