Import an existing audience into the email relay.

Accepts a pasted CSV export (``csv``) or a structured ``emails`` list.
Every valid, deduped, not-already-present email becomes an ACTIVE
free-tier PublisherSubscription so the relay starts delivering narrated
stories to that reader. Idempotent — re-importing the same list only
counts the already-present rows; existing paid rows are never
downgraded. Publisher-token auth.
