Mint a presigned PUT so the publisher uploads straight to storage.

The bytes never transit this API — a 400 MB WAV master through a
request handler would hold a worker and a pooled connection for
minutes. The URL is scoped to ONE object key under this publisher's
own prefix, derived from the authenticated publisher id rather than
anything in the request.
