Public: the "market just repriced" brief-cards — shareable cards for
Polymarket event contracts that materially moved, produced off the free
Gamma API by ``app/market_reprice_cards.py``. Mirrors the divergence-index
public route: no auth, CDN-cacheable, served from the
``market_reprice_cards:v1`` kv snapshot the worker refreshes.

TAGS-ONLY: the read path projects each card through
``market_reprice_cards.project_card_public`` which strips the internal raw
odds / numeric move unless the counsel-gated
``MARKET_REPRICE_CARDS_EXPOSE_RAW_ODDS`` flag is on — editorial surfaces
never see raw odds. Gated on ``MARKET_REPRICE_CARDS_ENABLED``: when the
worker is off the route is a no-op returning an empty, warming payload
(never a 5xx) so a crawler/CDN hit is cheap and cacheable.
