`POST /v1/integrations/circle/webhook`

## Request

Receive Circle webhook events (transfers.completed / .failed).

Signature header is HMAC-SHA256 over the raw body, keyed on
``CIRCLE_WEBHOOK_SIGNING_SECRET``. Returns 200 on auth-fail so
Circle doesn't endlessly retry on a misconfigured secret — we log
+ no-op.
