`POST /v1/embedders/admin/register-direct`

Admin-direct create. Skips the self-serve verify-email handshake.

Idempotent on ``slug``: if a row with the same slug already exists,
returns it with ``already_provisioned=True``. The caller (admin
onboard endpoint in PR C) treats this as "row already there, return
the existing snippet."

## Request body

- RegisterDirectBody: Admin-direct create. No verify-email round-trip — we trust the operator at the admin-token boundary. The row lands in ``status='pending_pilot'`` and the BD team flips it to ``approved`` once the pilot agreement is countersigned.
