Latest 4-8 min vertical briefing for the embedder.

Soft-fail shape — never 5xx the iframe. If the embedder is unknown
or no briefing is available, returns a placeholder shape with
null ``audio_url`` so the FE chrome renders a "briefing
unavailable" state instead of going dark.

This endpoint is intentionally a STUB in PR B — the wiring contract
is fixed so PR A (#279) can ship + smoke-test against it, but the
actual brief-resolution logic (vertical-scoped PersonaBriefing
lookup + VAST 4.0 pre-roll URL builder) lands in a follow-up PR
that depends on the cross-functional brief-pipeline owners.
