`GET /v1/declassified/facets`

## Request

Distinct taxonomy values across the published declassified archive.

Powers the filter chip strip + agency dropdown + era dropdown on
``/declassified``. Each facet is returned as ``(value, count)`` so
the FE can render a hit-count badge next to each chip and order the
chips by archive coverage. Excludes NULL — uncategorised rows
contribute nothing to the facets.
