## Request

The Vault browse surface: every published case grouped into a curated,
evocative collection (Mind Control Programs, UAP & Aerial Phenomena, War
Department Records, …). Each collection carries an ``answer_capsule`` —
the BLUF text an AI engine can cite verbatim (the AEO surface competitors
can't match: narrated primary-source government audio, by theme).

Cases are pre-classified into ``declassified_category`` at ingest time
(+ a backfill), so this is a plain GROUP BY that scales to thousands.
Returns collections in curated browse order; empty collections are hidden.
