window and upload each as a YouTube video via the dispatcher.

YouTube quota is ~6 uploads/day (10K units / 1600 per upload), so
the default top_n=3 leaves headroom for the existing daily-brief
+ highlight reel uploads to coexist. Skips articles that already
have a `__youtube__.article` video_id stamped.

Operator can crontab this endpoint daily, or fire manually.
