Fire ``REINDEX INDEX CONCURRENTLY ix_articles_search_vector`` as a
FastAPI background task — long-running but the uvicorn worker
outlives a typical fly ssh session, so this is the canonical
maintenance lever for the GIN search index.

Returns immediately. Poll ``/v1/admin/search/reindex/status`` to
watch elapsed_sec + ok flip, or check pg index size directly.

Auth: admin token (X-Storyflo-Email-Token).
