Manually trigger the zombie-job reaper during an incident.

The reaper also runs on every worker tick (rate-limited) and from
inside the backlog alarm, but having a curl-able surface means an
operator can force a sweep without redeploying the worker or
waiting for the next alarm fire. Body: ``{stale_minutes?: int}``.
Returns the reaper result dict (``reset``, ``stale_threshold_minutes``).
