`POST /v1/admin/r2/promote-all`

Kick off a background backfill of every cache object into the
configured promotion buckets. Returns immediately; the actual
copy continues asynchronously. Poll GET /v1/admin/r2/promote-status
for progress.

Concurrency: only one backfill at a time per app instance. Calling
again while one is running returns 409 with the current state.
