Run CMS-aware feed discovery for a publisher and optionally
seed an active IntakeSource row when a feed is found.

Lookup uses ``raw_json.site_url`` on the Publisher row (matching
the wave-2 author seed convention). Returns the full discovery
result + a ``seeded`` flag + the new ``intake_source_id`` when
auto_seed kicks in.
