Fire-and-forget bulk fill of ``Publisher.contact_email`` across
every shadow publisher that has none set. The cold-outreach
eligibility filter requires this field; on a fresh deploy almost
every shadow row is missing it, which is why
``/v1/admin/outreach/cold-eligible`` returns 0.

Walks the catalogue in 50-row chunks. Poll
``/v1/admin/publishers/contact-email-backfill-bulk/status`` for
progress. ``target`` caps the total publishers attempted in one
run — the default 2000 covers the current shadow-publisher
catalogue with headroom.
