Replace a publisher's known-books list + author flag. Idempotent.

Used to enforce per-author book-IP after a Spotify takedown — operator
seeds the publisher row with the author's published titles so the
book-content filter blocks any newsletter that mentions them.

- PublisherKnownBooksUpdate: Body for setting per-author book-IP knobs · 2026-05-16. `books` is the authoritative list — POSTing replaces (idempotent). `is_book_author` flips the publisher into strict mode; when true and any generic book signal fires, the filter adds +0.3 to score.
