`GET /v1/admin/partners`

## Request

The partners roster — paid (plus|pro) publishers UNION pipeline
candidates, seeded + synthetic rows excluded. 404 when the flag is OFF
(before auth); 401 without a valid admin token.

``segment`` ∈ {pro, plus, pipeline, all} (default all); ``stage`` filters to
a single ``OnboardingState``; ``q`` is a name/slug/email substring match;
``limit`` / ``offset`` paginate the merged, most-recent-first list.
