`GET /v1/admin/partners/{tenant_slug}`

A single partner 360: publisher fields + the linked candidate's stage
ledger (``build_ledger``) + recent articles (≤20) + payout status + the
on-file authorization receipt. 404 when the flag is OFF (before auth) OR
when no publisher owns ``tenant_slug``.
