Per-publisher cold-outreach funnel as CSV. Spreadsheet-friendly
for the operator's ad-hoc analysis without JSON parsing.

⚠️ The filters here are NOT the same as the JSON endpoint's. This one
takes ``vertical`` / ``batch_tag``; ``GET /v1/admin/outreach/funnel``
takes ``persona`` / ``group_by``. The two drifted because the JSON path
was defined twice and the copy that matched ``vertical``/``batch_tag``
was shadowed by an earlier definition, so those parameters were accepted
and silently ignored there for months. The dead copy is now removed;
this docstring used to claim the filters matched, and they never did.
