Operator-triggered cold-outreach drip. Capped at 100 per call.

``dry_run=True`` returns the candidate list with no sends; the
operator can preview the batch with ``/cold-eligible`` first.
``slugs`` narrows to a specific list of publishers (otherwise we
sweep eligible publishers ordered by ``created_at desc``).
