# Admin Opted In List

`GET /v1/admin/opted-in`

## Request

Paginated list of publishers who consented (opted in).

Filters:
  - ``vertical`` — exact match on ``Publisher.vertical``. Omit for all.
  - ``q`` — case-insensitive substring search over name + contact_email
    + tenant_slug.

Returns publisher rows with monetization-status flags (has_payout_wallet,
has_stripe_account) so the operator can spot opted-in publishers who
still need to wire up payout. Includes the optional latest article
title via a per-row lookup — same per-row-query pattern as the
outreach_attempts join in the declined endpoint; fine at 50/200
pagination ceilings.

Sort: ``opt_in_at DESC`` (newest claim first).
