Dry-run scan over every Article — count how many rows would be
touched if ``strip_forwarded_headers`` / ``sanitize_slug`` /
``sanitize_chapters_json`` were applied. Read-only; never writes.

Operator uses this AFTER the upstream sanitizer lands to confirm
that the prior one-shot backfill (``backfill-pii-scrub`` +
``scrub-leaked-slugs``) caught everything. Healthy steady-state is
zero for all three counters.
