Operator dashboard endpoint.

Returns:

  * ``ingest_per_vertical_1h`` / ``ingest_per_vertical_24h`` —
    Article inserts grouped by vertical over the trailing window.
    Zero counts are omitted to keep the payload tight.
  * ``sources`` — per-IntakeSource summary, errored ones first.
  * ``stage_counters`` — snapshot of the in-process counters from
    ``app/intake/observability.py``. ``by_stage`` is global,
    ``by_stage_vertical`` is the per-vertical breakdown.
  * ``generated_at`` — RFC 3339 timestamp.
